Starlink access to Ukraine restored after pressure; connectivity resumes but users still face reduced speeds and intermittent performance issues.
Ukrainian connectivity provided by Elon Musk’s Starlink system was reported to be restored after a period of restricted speeds that hindered military drone operations, according to accounts that followed communication between Donald Trump and Elon Musk.
The Wall Street Journal reported that Donald Trump called Elon Musk and urged him to lift limits on Ukraine’s use of Starlink, saying he was frustrated that speeds remained capped at around 160km/h. The report said the system began working more normally shortly after that conversation; BBC News has not independently confirmed the Wall Street Journal’s account and has contacted the White House and SpaceX for explanation.
Ukrainian President Volodymyr Zelensky had said earlier that connectivity had not yet been fully restored and that the speed “has not been restored to 400 [km/h; 250mph] yet”, noting discussions were ongoing. The restrictions affected Ukraine’s ability to use drones and interceptors effectively against Russian attacks, and Ukraine first reported an interruption to US intelligence sharing on 14 October.
Elon Musk previously denied being behind the slowdown and stated that the US government ultimately controls access to Starshield, the military-grade version of Starlink used by Ukraine for some operations. The White House has repeatedly said it did not order access to be restricted. The issue arose amid reporting that Donald Trump had pressured Zelensky to stop attacks on Russian oil refineries and while the Trump administration took steps easing some sanctions and arranging imports of Russian diesel, moves criticised by Ukraine and European allies.
The reported restoration of Starlink access underscores the centrality of satellite connectivity to Ukraine’s battlefield communications and drone operations. Allegations of external pressure and the involvement of multiple actors illustrate how private satellite networks have become entangled with geopolitical decisions. Continued statements from Elon Musk, Ukrainian officials and US authorities indicate unresolved questions about control and oversight of military-grade services and the operational impact of any restrictions.
