Prof. Dr. İzzet Özgenç, a leading scholar in Criminal Law and Criminal Procedure, a Full Member of the Turkish Academy of Sciences (TÜBA), and the founder of the Foundation for Criminal Law and Forensic Sciences, has issued a strongly worded appeal to the President of Türkiye regarding a legislative proposal currently under deliberation in the Grand National Assembly of Türkiye (TBMM).

In a statement published on his official social media account, Özgenç argued that the proposed legislation would prevent public authorities from carrying out court judgments recognizing the lawful rights of successful claimants within the time limits prescribed by law. He characterized the proposal as “a product of a diabolical mindset,” warning that it would seriously undermine the practical enforcement of judicial decisions.

Calling on the President to exercise his constitutional authority if the bill is approved by Parliament, Özgenç shared the following message:

“Mr. President,

This legislative proposal, which prevents the administration from enforcing court decisions recognizing the lawful rights of successful claimants within the legally prescribed period, is nothing less than a product of a diabolical mindset.

Should the bill be enacted by the Grand National Assembly of Türkiye, I respectfully request that you exercise the constitutional authority vested in the Presidency under Article 89, Paragraph 2 of the Constitution.

Özgenç’s intervention has attracted significant public attention as legal experts and political observers continue to debate the implications of the proposed legislation.
