EU leaders vow to maintain sanctions until Russia halts its war, stressing unity, accountability and continued pressure to restore peace and sovereignty.
The European Union reaffirmed that it will not lift sanctions on Russia until Moscow ends its war of aggression against Ukraine, as stated by Ursula von der Leyen and António Costa during meetings with Volodymyr Zelenskyy at the EU summit in Brussels.
Von der Leyen emphasized that sanctions relief is conditional on Russia stopping the war and noted work on a 22nd sanctions package. António Costa called for increased support and pressure on Russia while highlighting the need to push Moscow toward a ceasefire and negotiations.
Ukrainian President Volodymyr Zelenskyy thanked EU leaders for sustained support and stressed priorities for the coming winter, including energy supplies, air defence and funding. He also noted progress in Ukraine’s EU accession talks and the opening of negotiation clusters.
