Police leadership overhaul urged after independent review

The Police Leadership Commission has found that police leadership in England and Wales is insufficient and requires fundamental reform, the commission said on Monday. The independent review, published by the commission chaired by Lord Blunkett and Lord Herbert, warned that weak systems for identifying and developing leaders have left many chief constable roles attracting a single suitable candidate and damaged morale across forces.

The report, compiled with evidence from a survey of nearly 2,000 sergeants and inspectors, round-table discussions and more than 400 public responses, highlighted resource shortages, excessive paperwork and risk-averse leadership cultures. It also noted that almost a third of forces were rated as needing improvement for leadership in the latest inspections and none were graded outstanding.

The commission cited specific concerns about promotion practices and leadership support for frontline officers, saying some areas resembled a postcode lottery with complaints of nepotism and favouritism. Workforce data showed that many supervisory roles have limited experience, with almost a third of sergeants and inspectors holding under five years’ service.

Co-author Lord Blunkett said the service needed an “ethical reset” and noted several senior officers were subject to disciplinary processes. He pointed out that eight former or serving chief constables were either under investigation or awaiting outcomes out of 43 forces.

Among the commission’s key recommendations is restoring central funding for police leadership development, similar to other public services such as the NHS. It proposes creating a National Academy of Police Leadership to deliver consistent, accredited training and to build a credible pipeline for future chief constables.

The report also calls for a new senior constable rank to recognise experienced frontline leaders and mentors, nationally accredited training for new constables and a replacement for the current sergeant exam, which the commission described as outdated and is passed by fewer than half of candidates.

Sir Andy Marsh, former chief constable and ex-chief executive at the College of Policing, described the review as the most comprehensive examination of police leadership in a generation and urged investment in officers and staff so they can focus on public protection and crime detection.

The Home Office said it would consider the commission’s recommendations and publish a government response this autumn. Policing minister Sarah Jones acknowledged the challenges identified and said every officer deserves consistent access to high-quality training, development and leadership throughout their career.
