The 45th British‑Irish Council (BIC) is taking place in Guernsey this week, hosted by President of Guernsey’s Policy and Resources Committee Lindsay de Sausmarez, with representatives from Ireland, Scotland, Jersey, Northern Ireland, Wales, the Isle of Man and the UK attending to discuss early years and family support.

The summit’s theme, “Nurturing beginnings: Strengthening early years and family support for happy, healthy childhoods and lifelong wellbeing”, was chosen to align with Guernsey’s stated political priority of shaping and strengthening focus on early years and families.

Established in 1998 under the Good Friday Agreement, the BIC provides a forum for political leaders to brief one another on topical developments and promote practical, mutually beneficial relations among the governments of the islands and the UK.

Guernsey is covering the cost of hosting the event, while expenses for foreign delegations are not included. Officials said the total hosting cost will be published after the conference concludes.

The summit includes closed‑door meetings between officials and culminates in a set‑piece press conference where delegations answer journalists’ questions. The full agenda has not been released to the media.

It is the sixth time Guernsey has hosted the BIC, following previous occasions in 2004, 2010, 2014, 2018 and 2022. The most recent BIC prior to this meeting took place in Cardiff last year.

Security arrangements mean the full list of individual attendees is not being disclosed. Organisers confirmed that rumours naming celebrities or prominent UK politicians are incorrect.

The conference is expected to touch on contemporary policy debates, including recent UK government moves such as proposals to restrict social media access for under‑16s, as part of broader discussions on measures affecting children and families.
