ICE operation in Houston leads to fatal shooting of Mexican national, officials say

What happened? A man was shot dead during a vehicle stop by immigration agents in Houston; where? the city of Houston; who announced it? the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE); when? the stop occurred on Tuesday morning at 07:00; most important outcome? the driver, identified as Lorenzo Salgado Araujo, died of his injuries.

DHS said the operation was a targeted enforcement effort. Agents reported they initiated a stop after observing a white van with an individual who resembled their intended target.

According to DHS, Salgado attempted to evade arrest and rammed an ICE vehicle. An agent then fired a shot, which the department described as an act of self-defence; Salgado was taken to hospital and later died.

Family members identified the deceased as 52-year-old Lorenzo Salgado Araujo, a Mexican national who had worked as a builder in the Houston area for about three decades after arriving in the United States undocumented.

The family said Salgado had no criminal record and was close to obtaining a work permit. He was driving himself and three co-workers to a work site when the traffic stop occurred.

Officials acknowledged the agents involved were not wearing body cameras and no images or footage have been released. DHS told CBS News that about half its field officers currently have body cameras and the remainder are expected to receive them within 60 days.

The incident prompted protests in Houston on Wednesday and drew calls for an independent investigation from four Democratic members of Congress. Representatives Sylvia Garcia, Al Green, Lizzie Fletcher and Christian Menefee wrote to DHS requesting further inquiry and accountability.

In their letter, the lawmakers noted past incidents in which federal agents used lethal force and urged DHS leadership to address those cases. They cited other deaths and criticized official statements that, they said, echoed familiar claims about evasion and self-defence.

The Mexican government announced it would file criminal complaints in the United States regarding the deaths of Mexican nationals in US custody or during ICE operations. Mexican Foreign Minister Roberto Velasco said President Claudia Sheinbaum instructed him to pursue complaints after reporting that 14 Mexicans died in ICE custody and three more during arrest operations.

DHS and ICE have been contacted for further comment. The case remains under scrutiny as calls grow for an independent review and clearer information about the circumstances of the stop and shooting.
